MS Office not starintg (Word, Excel 2010)

One of our client's PCs running Win 7.
MS Office 2010.
Dell PC, all Installed in 2011.

Word & Excel won't start.  

Errors:

"There was a problem sending the command to the program"
"Microsoft Word has stopped Working"

Tried all suggestions in http://support.microsoft.com/kb/921541

Cannot "uninstall" or "change" program from control panel
Really weird error "The language of this installation package is not supported by your system"

No malware. In all other respects system is fine.

Aha! Good timing!

I was trying this whilst waiting for an EE response. It seemed to do the trick but having now re-installed MS Office, it is misbehaving after opening up initially OK, but won't let me activate it then it simply says "Word has stopped working" etc and closes. :-(

I've now discovered I may have been using the wron installtion DVD.

Currently uninstalling versin and will then re-install from (hopefully) correct DVD.

Still rather strange, it wouldn't accept licence abnd had real problems uninstalling propley. Tryied the fixit again.

However this client has vol licence for MS Office 2013 and I installed that. Worked fine.
