Access External FTP site from inside domain network blocked

Hello all,

We recently were given an FTP that we want to access from within our network.  If we are outside our domain or on our guest network the FTP works fine however when inside our domain we get "No connection could be made because the target machine actively refused it.
Connection failed."

I ran a WireShark and see the attached file.

I checked GPO, Anti-virus and our web filter but none of those seem to be the issue.  Is there something I am missing here?

Check your Windows firewall rules as well.  The rule could be enabled for the public profile but not the domain profile.

1. Is this FTP server on your network?
2. Do you have a firewall device/appliance that is blocking access to port 20 & 21?
3. can you ping the FTP server from any network?
4. are you using a proxy server?
