oracle 10 aih ora 46258

ORA 46258: Cleanup not initialized for the audit trail

I have set this up in 3 other database - they are 11g with no issue - this database is 10g
is there a way to fix this?

Not a lot of information on that package in the 10g docs.  My guess is that package was new to 10g.  My other guess is that in 11g, it does tings for you that 10g didn't.

Never used that package but based on the error message (in the 11g docs):

ORA-46258: Cleanup not initialized for the audit trail
    Cause: DBMS_AUDIT_MGMT.INIT_CLEANUP was not called for the erroring audit trail.
    Action: Invoke the procedure, DBMS_AUDIT_MGMT.INIT_CLEANUP.

I was able to find the description of innit_cleanup in the 10g docs:

Are you looking at the 10g docs?  Use what you ind on the Internet as a good starting point but refer to the online docs for your specific version for the final say.

From them, they post the valid values for audit_trail_type:
