Receiving an alert every time a twitter message is generated by a particular user

Is there a way for me to receive an email every time a particular twitter user tweets or retweets a message?

I am sure there is a setting for getting notifications on your phone when someone tweets, but not sure about email. However, There is a way to do it programatically though. You can have an RSS feed link for that person's tweet stream and them have an email solution implemented based on the data you receive.

Please let me know if you need more clarification on this.

Chirag is correct. Here is a path:

1.) Create an rss feed for the particular user via http://twitrss.me/
2.) Copy the URL for the feed. If the username you want to track for example is kingjames, the URL will look like http://twitrss.me/twitter_user_to_rss/?user=kingjames
3.) Open an account at If This Then That https://ifttt.com
4.) Create a new Recipe:
For "IF THIS" search for and select "Feed"
Select "New feed item"
Click Enter Trigger
For "THEN THAT" search for and select Gmail
Connect your gmail account
For Choose an Action select "Send an email"
Enter in relevant information
Create action
Create recipe

Done.

Now anytime that users Twitter feed is updated, the email address you specified will receive a message.
