When I click Ctr-Alt-Del, i am never presented with userid/pwd/domain fields to login

Is this something recent?  If so run a System Restore.

What does happen when you click Cntr-Alt-Del ?
If you go to Desktop, what happens when you click shortcuts, use apps?

nothing happens when I click ctrl-alt-del, blank screen.  ctrl-alt-del goes away, but nothing in the form of a userid/pwd is ever presented.

"ctrl-alt-del goes away".  Then what do you see?
I understand you are able to boot to Desktop since you ran a System Restore.  
I suggest a Repair Install

It should not affect personal data or installed programs but a backup first is always a good idea.
