How can i make the resource value working with <a href=> ? Of course, below codes won't work. but it is what I need ...

you're mixing 2 items code behind that is run at the server and html ..  perhaps something along the line of
mystring = "<a href=""test.aspx?id=<%$ Resources:Resource,Heidelberg %>"></a>"
mystring = mystring +  Resources:Resource,Heidelberg + "></a> "

doc.write (muystring)
