Roaming voice rate too expensive, any voice solution recommended for traveling to Hong Kong and China?

My CEO travels to Hong Kong and China once every quarter. When he stays there for two weeks he usually uses his iPhone to make hundreds of minutes of phone calls via the Verizon roaming voice plan. That amounts to as high as $900 per trip. (The roaming rate is $1.99/minute in those areas.) That makes no sense. Can you recommend some cost-saving solutions?

You should consider buying local pay-as-you-go sims.
This will work out far cheaper.

Then use the local number www.keepcalling.com
The prices are the same wherever the call is initiated from.

Credit never expire and you can buy local numbers all around the world (for receiving calls).

You could easily reduce costs to below $100 per trip.

Sorry for the mis-information .... you are correct. I see that you can get a virtual number in China, but that's no use you in this case.

I'd be surprised if you can't get a VOIP voice service from Hong Kong.
Have a look at the obvious voice services (such as Skype),
and the likes of whatsapp for messaging.
