Installing VPCS

I am trying to install Virtual PC Simulator on Windows 8, so that I can use it on GNS3.
I have downloaded VPCS.exe, but when I run it , I get :
"The program can't start because cygwin1.dll is missing from your computer. Try reinstalling the program to fix this problem"

I have also downloaded and installed "Cygwin64 Terminal", in hope of fixing the problem but of no help. I also rebooted the computer but of no help.

Any help from you, Experts, will be very much appreciated.

The Cygwin setup is here: http://www.cygwin.com/- it has that dll.

The most recent version of the Cygwin DLL is 1.7.32. Install it by running setup-x86.exe (32-bit installation) or setup-x86_64.exe (64-bit installation).

I installed setup-x86_64.exe, rebooted the computer but still no help

Install Cygwin (x86). Inside the Cygwin folder (default: c:\cygwin), you find the dll. Copy it to the vpcs.exe folder and there you go.

I put the DLL and vpcs in the same folder, but when run vpcs, I get error:
Error: The application was unable to start correctly. 0xc000007b

Of The x86-cygwin? That's what I did and it works.
