how to build an array of led lights that creates the illusion of a light moving on a straight path

I want to create a light that appears to move horizontaly by lighting up little leds one after the other . I wish to be able to control the speed in which the light appears to move

What you are looking for is a LED chaser circuit.

Drop LED chaser circuit into Google and you'll come up with lots of hits.

I've included two of those links below but there are dozens more.

Well this one below is probably the cheapest

http://www.amazon.com/NightFire-LED-Sequencer-Kit-Red/dp/B005PFBPP4/ref=sr_1_12/179-5920637-8515005?s=toys-and-games&ie=UTF8&qid=1412544636&sr=1-12

There's this one http://www.eidusa.com/Electronics_Kits_ARROWER_L10_01.htm available in a range of prices.  From everything to just bare board and you purchase the electronics.

As for the two circuits I suggested earlier can't really price those.
