What onPremise "Email Archiving"
software/etc do you recommend OR does
Exchange 2013 offer something built-in if
upgrade to "ENTERPRISE/etc" server & CALS ?

Current Setup
 1. have Microsoft Exchange 2007
 2. if someone deletes an email, it
    also gets deleted from Exchange
----------------------------------------
Desired Setup
 1. upgrade to Microsoft Exchange 2013
 2. if someone deletes an email, it
    also gets deleted from Exchange, but
    stays in onPremise "Archive" forever

If you want to retain the email forever then you are probably looking at something outside of Exchange. Journal the email and then use a tool to manage the journal - either cloud or on-prem. Something like GFI Mail Archiver would be the first choice here - SQL backed etc.

The native archiving tool could be used, but it would require the use of retention policies.
Furthermore the email still has to get across to the archive mailbox, whereas it sounds like you want something in the archive store from day one - not at some point in the future.
