Gmail domain -  setting up 2 Step Verification ??

Say, this link doesn't help - option doesn't seem to be available anywhere.

https://support.google.com/a/answer/184711?hl=en

Login into individual users also doesn't seem to allow this option.
Seems to be set off somewhere globally.

Please assist.

1) Login (as an admin) to:   admin.google.com

2) go to SECURITY and select BASIC SETTINGS

3) Turn on ALLOW 2 STEP VERIFICATION
