Server 2012 Fail over Cluster Multi-Site Cluster Storage Volume

Have an issue i think with my Cluster here is some information
2 Sites
2 Nodes per Site 4 Nodes Total
4 Nodes with 1 File Share Witness
All servers running 2012 R2 fully patched.

I am having an issue moving the Disk Owner from Site A to Site B, i can move back and forth inside of Site A but to Site B does not work. I though this had to do with the cluster core resource being offline at Site B, but i can move the cluster core resource to Site B and it comes online, but i am still unable to move the disk owner to a node in Site B.

A side note i can access the CSV on all 4 nodes without an issue.

Not sure what to look for or if this is normal (which i don't think)

the 'co-ordinator node' or 'disk owner' must be in the same AD site/subnet as the storage.
I believe this is because some of the traffic/protocols used for storage may not be easily routable between subnets and due to latency concerns. The co-ordinator node/owner must be able to communicate fully with the storage.

The issue i was having was the storage LUNs were not configured correctly to the box. It is working now successfully.
