Excel document from the web not opening in excel

I have 2 users in a domain environment with a wierd issue that has me stumped. The OS on the desktops are Windows 7 enterprise. This issue is as follows:

when users open a link to a web page that contains a link to an excel document it doesn't always open in excel
the browser used it Internet Explorer

 - when they access the link to the web page from email or office communicator (someone sends them the link) - they can open the web page and the link to the excel document opens the document in excel

 - when the link to the web page that houses the link to the excel document is saved as a favorite - the user can access the web page when clicking it from their favorites but the link to the excel document now opens as a web page - NOT an excel document

Almost every user in this environtment has Windows 7 Enterprise, including myself. I cannot duplicate the problem on my computer. The users are locked down on their computers so they cannot clear the cache in IE or make any changes to IE.

Ichecked the file associations and they are fine. They are the same as mine are on my machine.

Any suggestions?

The OS is 7 Enterprise, which no longer has the "File Types" Tab.

I am not sure this is a file association/file type issue. When the user access the link to the website that houses the document from email or office communiator - it opens fine. It's only when the link is accessed from the users IE Favorites that it doesn't work.
