I have a user that when she tries to open a PDF it opens up her Firefox browser?

Firefox has a built-in PDF viewer as of Firefox 19. You can change what program Firefox uses to view/open PDFs in the options. Follow the steps in this link:
https://support.mozilla.org/en-US/kb/disable-built-pdf-viewer-and-use-another-viewer
