Enterprise Vault and PST Export and Import

If i do a pst export and import to different user in the same exchange environment would i need to unarchive or would the pst still reach the link ( Enterprise Vault)

No you don't as Enterprise Vault based on policy and if user is part of a provisioning group for archiving then Enterprise Vault will automatically archive the imported data as it is based on date.

i mean im copying the users mailbox to another user which email are archived i would imagine that would brake the link

If you are doing the export from Outlook/Exchange then yes, it would break them.  If you do do an export from Enterprise Vault and import then it will import all items.  Another way to get around this would be to grant the second users access to the first user's archives.
