In most situations, you should be using server manager to manage your RDS environment. This provides an end-to-end management solution and no longer ties you to having to be on a specific server to do a task. Publishing an application is as simple as adding it to a collection. That will publish it appropriately, make it available on RDWeb, accessible through RDGateway, and configure the launcher on the session host.

Really, don't try to do this stuff manually. Let Server Manager do its job.
