How to make Created By column unique in Sharepoint List

I have sharepoint list where by default I get created by column. I want to make that column as unique, so when users submit they should get a message that you already submitted the record.

I can achieve this using Event Receiver but I'm not allowed to do custom solution here and want to acheive from UI or client script like Javascript or Jquery.

Any example would be good or an idea on how to acheive this. I'm using Sharepoint 2013

There's an example to do exactly this is JQuery here;

Aside from script the only no code ways to do this I can think of would be a workflow or using a Survey List.
