Scenario:

three tier   2 wfes, 1 app, 1 db
base install had the WFEs and the app server all running Foundation Web App service. All is working fine.
Had to turn off Foundation Web App Service on the App server because all 3rd party products want to license it as a WFE.

Problem:

Now when I go to http://myserver/sites/it, it redirects me to "http://myserver/sites/it/_layouts/15/start.aspx#//sites/IT/" and I get no page.

What's going on here?

Please close.. the answer was that it's basically a bug in SharePoint that the vendors have to work around. (Nintex and Bamboo)
