How to compress a video

I downloaded a video which is 13 secs long uncompressed, how can I make it small about 8 MB ?

You don't specify what format the video is in.

If it is in mp4 then it is probably as compressed as much as you'd want.

For compression look at Handbrake https://handbrake.fr/  It is free.

For a tutorial look at http://blogs.it.ox.ac.uk/adamweblearn/2013/10/how-to-compress-large-video-files-without-losing-quality-using-handbrake/  This gives an example of compressing a wmv format file to a mp4 format file.
