I am planning to create ONE Windows
Store Tablet APP in C# and want to
know the total STORE costs.

If not, how much will it cost if
I upload ONE free APP to the store
and 1,000 people download it ?

Is the cost really only $19 per

Only cost you need to pay is those 19$ once (recently changed) to get developer account after that you can upload unlimited number of apps to store and no extra cost will be charged to per download no matter how many times it will be downloaded...
