Turn on Network Discovery

I'm on my DC and I want to turn on Network Discovery no matter how many times I go into it and turn it on, when I look again it's tuned off.
Any ideas as to why and how can I turn it on permanently?

This is due to 4 key services not running/starting.

Go to the Services on the server and change the services below to "Automatic" Start up types and then start the services, make the change to the Network Discovery option and then go back into Network and sharing center and the option should still be enabled.

Services are:

DNS Client, Function Discovery Resource Publication, SSDP Discovery and UPnP Device Host
