How to install dns bind99 from ports distinclty for chroot?

Probably you mean jail where you say chroot.
It takes installing whole system inside chroot.

By default bind can run in directory with /dev/log /dev/null etc minimal instrumentation copied over.

still this jail and chroot is a bit confusing.

jail is a complete system with own IP, chroot is just process locked in a directory /var/named
