Has it been disabled via Group Policy? What happens when the user press Window key + R,

Group Policy to manage the Run as command is here: User Configuration - Policies - AdministrativeTemplates - Start Menu & Taskbar - Remove Run menu from Start Menu

See what it says here in the registry : HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

I'm assuming due to the vague description of the issue that you want the run command window and not the run as when you right click something and you can run it as admin? if you wanted more options hold shift and then right click on the program you want to run as a different user or admin.
