Need help configuring 2013 exchange

I would like to configure all mailboxes on our 2013 exchange server running on 2012 server to do this.
When a user hits 1GB (or whatever size) in there mailbox they will not be able to send out anymore emails until they clean up there mailbox. I found instructions to do this for a individual mailbox and even a group of users but I havent been able to figure out a way to apply it to all users.
