Bluecoat Proxy SG Network Error (tcp_error)

I am experiencing some issues with a Bluecoat Proxy SG appliance and could use some guidance. when trying to access a website www.parker.com the access error states Network Error (tcp_error) A communication error occured: "Operation timed out" The Web Server may be down, too busy, or experiencing other problems preventing it from responding to requests. You may wish to try again at a later time.

From the error, the packer.com link falls under the business/economy categories which is not allowed under the BC policy. Typically due to DNS entry for the name resolution. You can also "Conduct Network Connectivity Tests" as starter - https://bto.bluecoat.com/webguides/proxysg/62/acceleration/Content/02Tasks/Getting_Started/gs_conduct_network_connectivity_tests_ta.htm

Or otherwise, log into the ProxySG appliance via SSH, and issue the command below
test http get http://url-with-the-issue.xyz

Other useful CLI ("show") include inside listing
  - http://curiousecurity.com/2011/12/15/blue-coat-proxysg-cli-commands/
there maybe time to manually purge the local DNS cache and/or the actual web cache
 - http://blog.michaelfmcnamara.com/2008/10/bluecoat-proxysg-flush-dns-and-cache/

Mostly we are just trying to receive information to identify if the site is having issues, which in this case is not since bypassing SG is alright. So other possible considerations may include your external IP is blacklisted, a firewall upstream (not too likely, but possible), or proxy is looking for authentication, and also the earlier name resolution not successful (which if there is ip address to test for direct connection  which is tough for internet site).
