Size of address window IE 9.0

Why is the address window so narrow or short?
It's not been like that.

That's how it is, you can do...
Right click any open tab and click Show Tabs on a Seperate Row

I do not think it has been that short. When I past a URL I can hardly read the website if the URL is very long. It's not been that way until today I think.
I would have noticed it right off.
There's barely room to put cursor and copy paste URL.
And I know after seeing the tabs on the 2nd line it has never been that way either.

Well it's been a while since I used IE9, but even with IE11 it's exactly the same, that's why there is the option to move tabs to a new row so the address bar is full width
It's one or the other - you cannot change the width.

Yes the width can be changed.

Whether it stays that way upon re-boot is unknown right now.
