I had no errors during SFC scan, however I am not able to over write the spoolersv.exe file.
I did export and import the registry key.
I did export and import the registry key.
Ensure you get the spoolsv.exe and reg key from a working machine.
Once you have these then log in as admin to the machine with the issue and then replace the spoolsv.exe and import the reg key and all should be well.

below is my KB from my workplace which wrote!!
Try SFC /Scannow to check and repair any changed OS files.
Go to: c:\windows\system32\spool\
Export the below registry from a working computer and then import it on the PC with the issue
[HKEY_LOCAL_MACHINE\SYSTEM
Try and replace the spoolsv.exe with a working one (from a working machine)
