This seems to be a problem with ADB. I am sure you have googled to figure the solution to this issue. I dont know what steps you have performed to get rid of mentioned issue. But give it a try with below sequence.

1. Close the Eclipse if running
2. Go to the Android SDK platform-tools directory in Command Prompt
3. type adb kill-server (stop adb)
5. Check in task manager, there should not be any process for adb. Kill it if exists.
6, then type adb start-server (restart adb)
7. No error message is thrown while starting ADB server, then adb is started successfully.
8. Now start Eclipse again.

Important thing here is Eclipse must be close first before bringing down adb. And closing eclipse will not bring adb down automatically, you will need to stop it manually. Once done with adb, at last start the eclipse.

Hope it helps.
