"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

The only way to prevent communications between Lync users in the same Lync Online organization is by having each user's contact list configured to block the other's accounts.

Lync utilizes SIP in a similar fashion to SMTP in that once a namespace is connected then all addresses in both domains are reachable.  Lync On-Premises supports some 'ethical wall' options for segregating the address books but this only applies to searching for other users, if the SIP URI is known then communications are always available by default.
