I have a modem "pcle soft voice softring modem with smartcp" when it answers the phone the voice output is garbled, but the in put voice is fine. I have tried it with several software and it does the same with all the software.
I checked the wav and it it is good. and I have tried it with windows xp windows 7 and windows 8 all the same.
I don't know if it might be a modem voice command that I need to change or not.

Check the WAV format that the modem requires.

It is possible you are recording in a WAV format that the modem is not recognizing correctly.  For example you may be recording at  44.1 kHz 16-bit stereo when the modem only wants 11 kHz 8-bit mono (this is typical of some modems, not necessarily yours).  But again check the format the modem requires against what you have recorded.

The modem is made by Conexant.

How did you record the sound?
