Here is a good tutorial:

Skip step 1 and start with part 2. After the othe PC can see the Website here http: //IP of IIS PC:Port.

If you use a Private IP it is not routed over the internet:

Please clarify what setting is causing the full internet to be excluded from access.

Ah, I figured it out.  This link is 100% explicit:

"Private: Used when connected to a private network, such as a work or home network."
