2008 Windows Remote Desktop Services - User CALS

We currently have 350 Windows 2008 Remote Desktop Services User CALs.  In our environment we have high turn over of staff and recently found out from Microsoft that my RDS User CALS are not concurrent licenses and that I need to purchase a licenses for every user that would connect to our Terminal Server.  The problem with this is that some of the users only connect once and I'm left waiting for 90 days to get the RDS licenses back so other users can connect.  Is there a way to manually clear the RDS licensing count?  Appreciate any assistance.  Thank you.
