I would like to built a new LAB for forensic in Saudi Arabia, I would like to know the best companies any where in the world including in saudi arabia, It is very high priority

US has an well established  Defense Cyber Crime Center (DC3) which houses this directorate - Defense Computer Forensics Laboratory (DCFL) which has been accredited by global ASCLD/LAB. they have formal policy and standard and here is a listing of 392 global crime laboratories are accredited. They will be good example and contact to further your venture.

But so far, I see from the UAE, it surface only single one lab such as United Arab Emirates Computer Emergency Response Team (aeCERT) - Digital Forensics Laboratory • ALI-241-T

Also note to achieve accreditation, which I see important to any lab, there is a program outline for interested laboratories (including crime scene programs and computer forensic programs operating outside of a traditional laboratory) to obtain the ASCLD/LAB-International Program Overview. The latter will provide an explanation of and timelines for the accreditation process. See pdf

just to add further, I see FBI as one of the most established and well provisioned service offering lab

they also came up with a handbook which include capabilities portfolio including list of Evidence Examinations

but for your interest, you may want to explore Contract Laboratory .com (a sort of Laboratory Outsourcing Network)
