Office web apps will not open

I installed and configured office web apps. SharePoint 2013 is on svr-1 and office web apps is on svr-2. Everything looks correct except when I open a document in the browser it just hangs at "opening word web app" or "opening excel web app". No errors, nothing in the even viewer. I added both servers to my trusted sites in IE and no luck. I tried opening in chrome and same issue. I do not know what else to look at?

I would guess this is either browser config (possibly something enforced by GPO), or perhaps simply the SP 2013 config, but probably comes down to permissions.
