"Out Of Office" wording change to chinese characters

We have an User A who keep receiving OOF reply where the "Out Of Office" wording change to chinese characters.

Out Of Offcie
User A:

- Machine's regional setting set to EN, language also EN

I run a test, activated OOF for client 01 and asked User A to user his Outlook client and Outlook Web Access to send an email to Client 01.

- Result User A received OOF message but the "Out OF Office" wording change to chinese characters

- Result User B received OOF message which "Out Of Office" remain the same as English.

User'A OWA, regional was set to Chinese but i asked to change back to EN, problem still persist.

Does I need MCFMAPI to delete the OOF rule on User A

Set-Mailbox -Identity <username> -Language "en-US"
