Office 2013 and Windows 8 file blocking

Documents downloaded from the internet/ email etc. are blocked. User has to download to desktop, right click and go to properties to unblock the file. Tried following the steps below to no avail.

Goal is to have this completely disabled for all files the user wishes to open.

Did you also try "Uncheck “Open E-Mail attachments and other uneditable files in reading view” ?

If above fail, please try to do it by launching winword as Administrator (Go to office directory - look for winword and "Run as Administrator" and try the same.

If still failed,

Tried all steps and it still does it. Any other possible ideas?

It seems to be more of an issues of the file properties being set to blocked in windows 8 vs. Office 2013 settings.
