We recently installed a new Exchange 2013 server that is currently coexisting with the Exchange 2010 server.  A test mailbox was moved over to the 2013 database successfully but when that mailbox is access through the Outlook client a security alert pops up.  What do I need to do so this alert  does not continue to popup?

I assume you created a self-signed certificate? You need to import that on the machine and add it to the 'trusted root certification authorities'

I have not created a self signed certificate. Does the certificate need to be imported on the exchange server or the Outlook client workstation?

Exchange will already have the certificate and created it during installation. You can export if  from IIS and then import it on the workstations. Or you can obtain a 'real' certificate and install that on the Exchange server. In that case the client PCs do not need any certificate installation.
