Exchange Archiving solution

We are a municipality  looking into a new email archiving solution and are looking for recommendations. We currently use ComplianceVault . We would like and outlook plugin, Boolean search capabilities, export to pst, forward to individual, restrict users from deleting emails from the device, device backup to shared network folder.

I'm sure you'll get many suggestions for GFI MailArchiver (http://www.gfi.com/products-and-solutions/email-and-messaging-solutions/gfi-mailarchiver) but I would also like to recommend MailStore from Deepinvent (www.mailstore.com).  I find MailStore to be more user-friendly, have a better mobile interface and is easier to manage.  However, the widespread use and reliability of GFI should also be considered.  I've used both in various companies and either can do what you are looking for.  They both offer demo versions which allow you to sample the software, without disrupting your current Exchange setup, so maybe give them a try and see if they work for you?

Short of another server altogether to act as a man-in-the-middle for emails, I do not know of any hardware appliances that will accomplish what you are seeking.  I have only ever seen software solutions that work with the existing MTA (i.e. Exchange in this case).  The two that I mentioned earlier are still my best recommendations as I have used them in many different deployments in the past successfully.  Barracuda Networks offers VMs and cloud solutions for what you are looking for also, but I do not *think* they are actual hardware appliances.
