can not install ie 11

I have tried everything I know of.
I have downloaded the system readiness file
I have taken and stopped the windows update service and remove the software distribution folder
I have manually installed all updates given
I try to update to ie 11 on the windows 7 32-bit system but keep getting a
internet explorer did not finish installing...

It had ie 11 on it previously but it was an older version and the user wanted the current build. so I uninstalled ie 11 and reverted back to 9
now I have this issue when trying to install the ie 11.

Back up IE favorites then uninstall IE.

Reboot PC and Run Windows Update (exclude IE 11 from the updates)

Once updated reboot PC and install Internet Explorer 11 from either Windows Update or from the Download Internet Explorer 11 website.

I keep getting this...
I have to hit the online update for it to work.
will not update

Use System Restore to recover the PC to a date before you worked on it, then use the method described in my first comment.

unchecked ie 9 and 10 and checked 11
