Least Privilege - Privilege Authority - Free, PowerBroker - Free

Hello - I am looking to implement a solution such as Privilege Authority or PowerBroker Free, although it seems both products no longer offer a free version.  Is anyone aware of applications such as these that are still free?

Wondering if you are aware of PowerBroker Open (not windows client though it can support MS AD)

The Windows is not free but has trial

To find a free equivalent and for Windows client, there is minimal chances. Probably back to relook at existing Windows ACL itself and combination of tools  http://technet.microsoft.com/en-us/library/cc700846.aspx
