How can I learn it in the most quickest possible way ?
What all OS, softwares and tool I need to use for development purpose?
What IDE I need to use for development
How to do code debugging
How to configure web app like I do in IIS on windows

I would start with the series of videos available at http://www.youtube.com/results?search_query=ruby+on+rails+tutorial to see if that gives you what you need to get started. Also look at https://www.railstutorial.org/book for more details.
