Qos on L3 Switch?

So we are having issues (albeit intermittently) with our voip phones poor quality.  There are times where the calls are quiet, distant, echoey and sometime jittery.
ISP says nothing wrong.
SIP provider says all ok.

Next thing i would like to change is settings on the switch, based on ping tests to the voice and data vlans on the hp poe 2910al switch averaging 4ms, but at times peaking at c150.
My networking is a little limited...

WOuld a rule on the l3 switch help?  Currently has differential setup.

It was more a case of do we need it?  Our 10/100mb links are averaging at 2mb...

We have DCSP set up on our switches as type 'differential services' only.  No network prioritisation rules in place for types of service i.e. application port, device, protocol vlan or dscp mapping.

I guess we need to create a rule and specifiy voice or data vlan high or low priority?
