Outlook email rendering issue

i have a weird issue with my email marketing team. the email is rendering differently currently on one laptop however it's displaying correctly on other PC/laptops, the laptops are the same model and have the same display drivers installed

Windows 8 enterprise

One the problem machine, uninstall Office, restart, and reinstall Office. Run Windows Update and Office Update (if Office 2013/365) and test.

Also scan for viruses and malware (very, very common).
Also (and I should have thought of this earlier), try Outlook in a New, Test, Windows User Profile (Account) on the problem computer. The Windows profile could be damaged.

i did a virus scan and removal of Video drivers, doing the removal and re-install of office now...

You have other "same machine / same software" setups working properly. So it is not the machine or the software.

The operating system has a fault.  You can do a Windows 8 Refresh (which protects data and makes you reinstall most software) or just back up, format and reinstall Windows. Windows 8 Refresh is in Action Center, Recovery Options.
