From html to ASP:NET

I have two types of codes. One is html code and one is asp.net code. Both codes are working fine but I would like to exchange the asp.net code into the html code.  How? I cant seem to make it work.

I have this code

 <a class="dropdown-toggle" href="page-login.html">
                                    <i class="fa fa-user"></i> Sign In
                                    <i class="fa fa-angle-down"></i>
                                </a>

and I would like that to this instead
 <li>@Html.ActionLink("Log in", "Login", "Account", routeValues: null, htmlAttributes: new { id = "loginLink" })</li>

I think you would have to do it this way:

<a href="@Url.Action("LogIn", "Account")"  id = "loginLink">
    <i class="fa fa-user"></i> Sign In
    <i class="fa fa-angle-down"></i>
</a>
