Is there a way that I can change a webpage without accessing a template being used

I want to make some changes to a webpage which uses a purpose designed template.  I can't access the template file on the server.  The website is being hosted by a web design company (They have been making it hard for any changes)        

Questions:

1. Can I make changes to the template via wordpress admin?
2. Is there any other way to change the template

Using the theme editor from Administration >  Plugins > Editor
