Outlook 2007 SP3 - Attach file causes Outlook to shutdown

Strange one here, OL2007 will shutdown when trying to attach anything, disabled all addons, tried Safemode, same problem.
Removed Office and reinstalled, same problem.
Searched but not seeing any solutions, anyone know why ?
Running on XP SP3.

But if the user select a file from outside Outlook and choose sent as email, it will attach ok.

Given what you have tried and also the Outlook 2007 works fine in XP, set up a New, Test, Windows User Profile (Account), log into the new account and try Outlook in the new account.

One reason for the problem you have is Windows Profile damage.

I have created a new profile, same problem, when reply, if the user click attach, it will shutdown as before.

Windows XP is insecure today (dead, no patches anymore). So if the problem spans Windows profiles and you have tried uninstalling / reinstalling Office, then it would appear that you need to rebuild the XP machine.
