SSIS logging

I find that there are some SSIS logging stored procedure and tables created on a SSIS project. Is there a standard package or bulit-in component on SQL 2008 to generate them ?

Nope, in SQL 2008 it's completely 'roll your own', i.e. any logging is custom made by the developer.
SQL 2012 is the first version that ships with SSIS logging, look in the SSISDB database.
