Cannot create a new web application in SharePoint 2013 SP1

Hello experts!

Basically I cannot create a new Web Application or any site collection in that web application

After 5-10 minutes we get a Page cannot be displayed error message when I should be getting the web app created successfully message - sp-error-2.png

After I check the web application list in http://webfe.xxx.local:45719/_admin/WebApplicationList.aspx I can see the new web app but I cannot create a first site collection. If I try to create e new site collection I get the second error message. sp-error-2 .png

Please advise,

I also found this error in the DB server which is serving the Sharepoint WFE:

SSPI handshake failed with error code 0x80090311, state 14 while establishing a connection with integrated security; the connection has been closed. Reason: AcceptSecurityContext failed. The Windows error code indicates the cause of failure. No authority could be contacted for authentication.   [CLIENT: 192.168.xx.xx]

This also was found in the db event viewer logs:

Login failed. The login is from an untrusted domain and cannot be used with Windows authentication. [CLIENT: 192.168.xxx.xxx] - same ip of WFE

In the end I managed to resolve the problem with this kb

I had to extend the time of Shutdown Time Limit to 360 to help my server finish in due time.
