Exchange 2007 server
Outlook 2013

There is a manager who asked to hide his mailbox in the address book and that's what I did. But, since the mailbox is hidden, his secretary is not able to send as for his manager. When the mailbox is not hidden, the secretary can send as.

Do you have a solution to send as when the mailbox is hidden?

Best way to do this is, unhide the mailbox, then ask the secretary to send a email on behalf of her manager, then hide the mailbox and then when she goes to send another email as the manager then his email address will appear and all should be well.

Also ensure the Secretary has the send as permissions on the Managers mailbox on the Exchange.
