I'm learning to code in Java and would like to store code at github.  Unfortuneately sometimes a web interface is all I have available to me.  I just signed up for an account shown below.  How do I enter new code directly into an empty repository?github.com

If you want to issue the commands from within a browser (rather than from the command line or a local tool) I think all the steps you need are here:
https://help.github.com/articles/github-flow-in-the-browser/

what I am wanting to do is to write and store New code from within the browser

Oh I see - you want an editor as well and then the ability to upload the results to github - all in a browser?

If so you might want to check out
https://codeanywhere.com

it has a free starter tier and I think you can connect it to github like this:
